Ugandan-American musician Ian Mugerwa, who records as Dawuna, has released his fourth “proper” album, “Love’s Arp” — the most polished and pristine work in his discography. It follows hot on the heels of “African Family Laptop Musick,” in which Mugerwa gave a hazy account of his struggles with bipolar disorder and a car accident that triggered amnesia. The new record is conceived as an uplifting “comeback” devoted entirely to “pure romance”: a smoldering romantic essence has always lived in his music, but it has never sounded so open. Comparisons to D’Angelo, Prince, Kate Bush, and Jai Paul are especially apt here.

Sonically, the album blends Soulquarians-style synths with thumb piano that nods to his Ugandan roots. The half-minute opener “Love” sets the context, while on “Love’s Ekongo” the same loop is sped up and replaces the chiming arpeggiated bells typical of Rodney Jerkins’ iconic ’90s R&B productions; its beat of rimshots, Linndrum claps, and hats is interrupted by cries and foley rattles. “Love Wants a Family” combines Mugerwa’s moans, stacked chorals, and a syncopated beat between jazzy lounge and vintage Skam, and its final-third slowdown evokes a kaleidoscopic concept of Black romance, possibly nodding to Barry Jenkins’ “Moonlight.” “True” pays tribute to Prince’s “Sign O’ the Times” with clipped syllables, an industrial beat, and drill-style bass, while “Love for Sly and Brian,” with its slippery bass and detuned synths, carries the eccentricity of Paisley Park and his love of Sly Stone. Mugerwa stitches the record together with short interludes, keeping it as hypnagogic as his debut, as charged as “Naya,” and as emotionally honest as “African Family Laptop Musick.” The closing track, with ’80s heist-movie synths and machinegun FX, lands on a sound that is truly his own — experimental, tactile, unashamedly funky, and daringly fresh. The whole album rests on classic, gospel-rooted romantic pop, the backbone of American popular music.
